Khi một nhóm giang hồ hung hãn dùng súng chống trả, công an có quyền xử lý như thế nào?

Gần đây tôi thấy có nhiều vụ việc khi bị công an vây bắt, tội phạm còn nổ súng chống trả. Xin hỏi, khi đó công an có được phép bắn lại không?
