Vì sao thưởng Tết phải nộp thuế thu nhập nhiều thế?

Hàng tháng tôi đều đóng thuế thu nhập cá nhân, thưởng Tết là khoản ghi nhận thành quả lao động trong cả năm mà sao còn tiếp tục phải đóng thuế với mức khá cao?
