Không dừng xe theo lệnh cảnh sát là chống người thi hành công vụ?

Cảnh sát giao thông ra hiệu lệnh nhưng nghĩ không phải nhằm vào mình nên tôi không dừng xe. Khi bị chặn lại, tôi bị phạt lỗi chống người thi hành công vụ.

Vì sao lại thế? Lỗi phạt này có bị ghi trong lý lịch không?
