Có phải gửi tin nhắn quảng cáo qua điện thoại đã bị cấm hoàn toàn?

Điện thoại, email thường xuyên phải nhận tin nhắn, thư quảng cáo nên tôi rất khó chịu. Xin hỏi có phải đã có quy định cấm hoàn toàn việc này?
