Tôi đang thế chấp sổ đỏ tại một ngân hàng, nay có nhu cầu thêm vốn nên muốn tiếp tục dùng tài sản này để vay tại ngân hàng khác. Tôi xin hỏi pháp luật quy định như thế nào về vấn đề này?
